For “What’s first?”, start with a blower-door test — if you’re above about 5 ACH50, put money into air sealing and the worst windows first; once you’re tighter than that, an HRV usually beats window swaps for comfort, IAQ, and energy. Installing an HRV before sealing is like adding gills to a leaky boat. What climate zone and current ACH50 are you working with, @Marta?
