Are there go-to providers for free or low-cost HSW credits interns can take after hours, and will firms typically reimburse if I’m not licensed yet? If you’ve done this, what’s a realistic number to aim for per quarter without burning out?

I’d stack “after hours” HSWs that double for ARE — code/ADA and envelope — on CE Center, lots are free: https://continuingeducation.bnpmedia.com. In Austin, AIA Austin’s EP evenings are good too, and most firms will reimburse Associates but often only with a quick pre-approval, so ask first. Aim 4–6 per quarter so you’re learning without nuking your study time.
